Who We Are

Our history

Founded on the belief that small and medium sized businesses (SMBs) are the lifeblood of the U.S. economy, our organization emerged in response to the seismic disruptions that upended global supply chains in recent years.

Launched in 2024, our mission was clear: to help SMBs navigate supply chain vulnerabilities exposed by geopolitical tensions, natural disasters, and labor shortages. Early on, we recognized the need for a more resilient, diversified supply chain model—one that balances reshoring, nearshoring, and strategic global partnerships.

Through collaborative efforts with policymakers, industry experts, and Fortune 500 companies, we’ve grown into a trusted resource for SMBs looking to:

Build sustainable supply chains.

Access government resources and workforce training programs.

 Integrate into reshoring efforts led by large corporations.

Over the years, we’ve built a robust peer learning network, advocated for SMB-friendly trade policies, and empowered  thousands of businesses to adapt and thrive in a rapidly changing world. Today, we continue to champion a resilient supply chain ecosystem that secures economic opportunity for all.

Zheng Huang

Zheng "Z" is a Co-Founder of Saddle Horn Management LLC, a holding company of industrial and manufacturing businesses in North America. Previously, Z worked at Intel Corporation as a Managing Director and then served under President Obama as a White House Fellow and special assistant to the Administrator for US Agency for International Aid.

Z has worked in over ten countries, including the US, Germany, Japan, India, and China, and traveled to over 90 countries. He was educated at Stanford University, holding an M.S. in Computer Science, a B.S. in Industrial Engineering, and a B.A. in Economics. He also earned his MBA from Harvard Business School.

Steven Kupka

Steven Kupka is a partner in King & Spalding’s Corporate, Finance & Investments Group. An expert on the complexities of public policy and regulatory law at the federal, state, and local government levels, Mr. Kupka focuses his practice on international trade, foreign regulatory issues and foreign asset recovery efforts with a particular emphasis on Latin America.

Joshua Willig

For over a decade, Joshua has advised SMBs, large corporates, and universities - consulting on strategy, finance and monetization approaches for infrastructure investments - most recently, as an SVP at GE Capital Industrial Finance. He’s also passionate about leveraging products and services to improve consumer quality of life and scaled a startup across India focused on delivering total health solutions to professional service industries and remote workforces. As executive director of Reshoring America, Joshua is responsible for liasoning with the American SMB community, to identify challenges and create resource networks to overcome supply chain disruptions.

Jordan Smith 

Jordan has worked across research, nonprofit strategy, and consulting—most recently with Georgetown Global Consulting—supporting organizations focused on global development and supply chain strategy. Her work has centered on helping mission-driven teams navigate complex systems and scale impact. She’s especially passionate about building networks that expand access and resilience for small businesses. At Reshoring America, Jordan leads network development, connecting SMBs with expert resources, peer forums, and policy-driven growth opportunities.

Rory Mencin 

Rory Mencin has a background in international relations, cross-border collaboration, and organizational development. He is the founder of Idea Production Factory (IPF), a Chengdu-based creative consulting agency that supports cultural and commercial projects across Asia. Rory holds a master’s degree in International Relations from Georgetown University, where he focuses on political risk analysis, regional economic development, and China’s role in the global economy. Based in D.C., he supports Reshoring America's strategy and special initiatives, drawing on his international experience to build partnerships, assess policy risks, and develop scalable solutions for small and mid-sized manufacturers navigating global challenges.

Chloe  Urankar

Chloe has a background in international trade research and business development, with a focus on helping companies navigate global markets. Her work explores how institutions and cross-border networks enhance market access, regulatory clarity, and long-term development. She’s passionate about leveraging institutional networks to foster economic resilience and shared growth. At Reshoring America, Chloe leads expert network engagement, building a community of industry leaders, supply chain executives, and professional services experts to support SMBs in expanding capacity, overcoming challenges, and achieving sustainable growth

Yidan Cheng

Yidan Cheng leads research on industrial resilience, macroeconomic risk, and policy impacts on small and mid-sized manufacturers. Her work is informed by a broader interest in inflation dynamics, structural adjustment, and distributional outcomes—topics she has explored through empirical studies on emerging market monetary policy and regional inequality across Asia. Previously, she supported equity underwriting and industry analysis at China Securities, contributing to IPO execution for a leading industrial software firm. At Reshoring America, she conducts applied research to inform strategic planning and strengthen decision-making for the SMB community.

Sterling Cathey

Sterling Cathey is a rising junior at Georgetown University majoring in Political Economy and Classics. With past experience interning for a philanthropic foundation and working at a student-run startup accelerator, Sterling is passionate about the intersection of entrepreneurship and social impact. Originally from Pittsburgh, Pennsylvania, she brings a deep interest in the legacy and future of American manufacturing and industry. Sterling is excited to spearhead Reshoring America’s marketing & corporate communications efforts to amplify the organization’s mission and build meaningful connections with SMBs, policymakers, and industry leaders nationwide.

Chief of Staff  - 
Isabeau (Beau) Ennis 

While serving in the US Navy, Isabeau launched a grassroots campaign to support the Virginia Peninsula Foodbank. Blending disciplined execution with mission-aligned strategies, she’s passionate about harnessing her background in high-performance operations and strategic resource alignment to elevate outcomes for individuals and SMBs in distressed environments. Isabeau continues her passion for service as the Commander of American Legion Post 374. As Chief of Staff of Reshoring America, she is responsible for organizing cross-functional resources to ensure seamless value delivery to its stakeholders.
